ISIS operations now in 18 Countries


SITUATION

According to NBC news, it had obtained leaked document briefing for the White House on ISIS. In the document it stated that ISIS is now fully operational in 18 countries. The breakdown shows ISIS as having “12 official branches” and six more as “aspiring branches.”

The 2014 report from the State Department said ISIS was only operating in 7 countries, more than doubling its spread in just two years and this rate may triple by the year end 2016 as the spread on the “heat map” suggests.

CHALLENGE

Part of the briefing document obtained, had the map prepared by the National Counterterrorism Center dated August 2016, identified the core states as Iraq and Syria, also showing official branches that includes, Algeria, Nigeria with Boko Haram, Libya, the Sinai Peninsula, Saudi Arabia, Yemen, Afghanistan, Pakistan, and regions to the south of Russia.

The “aspiring branches” of ISIS as shown in the map include, Mali, Egypt, Somalia, Bangladesh, Indonesia and the Philippines.

While encouraging demoralized Islamic groups to join and declare their allegiance to ISIS for support, their actions has also encouraged lone wolf attacks in Europe recently France (Bastille Day, Nice attacks), the string of attacks in Germany and Pulse Night club shooting-Florida, San Bernardino-California , United States.

Lone wolf attacks appears to be on the rise, even when arrests were previously made there was no significant information to hold them. There was no way of piecing together what was going on in the suspect’s brain and possible intent.

WHY BRAIN FINGERPRINTING

Brain Fingerprinting technology, can reveal knowledge or possible intent of an action of an individual.

Using this technology, the lone wolves could have prevented from committing these terrorist or heinous crimes. Most of the lone wolf attackers have shown similar patterns and profile across the globe. They were all released as no evidence to hold them any further in custody or need to watch them closely. Brain fingerprinting technology could have been used to bridge the gaps by probing information in the brain that may highlight intent of a crime in the context of the investigation. Border security and Immigration Authorities can use this technology to help prevent dangerous individuals from entering the country by carrying out tests. The result will help provide a holistic profile of the individual or suspect. By analyzing specific brain responses called the P300 and P300 MERMER, the solution safely and non-invasively verifies whether the information contained in the person’s account is present in his/her brain. The system could have been used to detect terrorist affiliations and probe behavioral fa├žades where the biometrics stopped because of its limited application on criminal intent.
