Terror Arrests Reach Record Level in U.K

SITUATION

According to the U.K Home Office quarterly bulletin, 315 terror suspects – a record high – have been arrested in the U.K in the past year, with confirmed seven terror plots on U.K-soil known to be thwarted. The 31 percent rise in the number of suspects arrested for international-related terrorism is not only a reflection of the mounting terrorist threat from the Islamic State, but also the determined effort by the police and security services to address it.

“The Home Office figures for the twelve months to September 2015 show that nearly 40 percent (124) of those arrested have been charged; 22 percent (68) were released on bail; and 37 percent (115) were released without charge.” Mark Rowley, UK Chief of Counterterrorism, said, the type of terrorist threat to the UK has been ‘complex’ and ranges from “lone actors intent on carrying out crude and violent attacks to sophisticated networks set on completing ambitious and coordinated plots.” The upward trend in police arrests started since the Syrian conflict, and compellingly illustrates the growing scale of terrorism threat in UK.

CHALLENGE

One major concern for counterterrorism and intelligence units are suspects who had left to Syria, where the Islamist extremist group controls a swathe of territory. They pose as serious potential terrorist suspects to law enforcement officials for possibilities that they were trained by ISIS to bring back violence upon return. According to UK Police, more than 700 potential terror suspects are now thought to have travelled to Syria, and about half of those people – said to be of ‘significant concern’ – are believed to have since returned to the UK.

While the extent of the threat is at an unparalleled peak, Rowley remarks, the intelligence capability is diminishing. He continues, “We have terrorist cases in the past year where surveillance gaps have meant that where the plot has developed we have been unsighted on exact details of what they are planning.” Changes in technology such as more encryption, more use of social media, and more apps that lend to blind spots are enabling terrorists to recruit, plot and plan attacks. The growing threat of ISIS and the intelligence agencies’ inability to access data early enough represent alarming drawbacks that present security forces face.

WHY BRAIN FINGERPRINTING

Brain Fingerprinting directly answers to the needs of national security in rooting out terror suspects, because the technology effectively bypasses the need to go through cyber surveillance. Rather than having to process unorganized large amounts of data, Brain Fingerprinting directly analyses a suspect’s brainwave responses, rooted in P300 and P300 MERMER cognitive psychophysiology, to determine whether the suspect is withholding specific incriminating information with over 99 percent accuracy.

Brain Fingerprinting is a Brainwave Science solution for threat prevention and detection. The system is capable of analyzing psychophysiological responses (P300 and P300 MERMER) to objectively determine whether the suspect has knowledge of specific privileged information such as IED Bomb-making skills, military training, communication channels with ISIS, information of ISIS leaders and members, radicalized ideologies of Islam, etc. In an examination lasting between 45 minutes to one hour, the system can identify which suspects have certain terrorist-related knowledge, which warrants law enforcement officials to isolate those suspects to qualify for further investigation by trained investigators. In the advent of increased terror suspects and arrests, Brain Fingerprinting can rapidly quicken turnover rates and maximize resources used in surveillance and investigation.

Brain Fingerprinting is a solution that is able to detect whether suspects or insiders are harboring information related to the planning and plotting of terror attacks, proving most valuable to counterterrorism units, intelligence agencies, border security control, and national security organizations. The system performs Brain Fingerprinting tests with a high level of accuracy, reliability, and precision. Once the Brain Fingerprinting results are calibrated as “Information Present” for a suspect, the report can be used as corroborative evidence for the suspect to be directed to further questioning and investigation by appropriate authorities or as primary evidence for imminent charges and detainment

The security minister of U.K, John Hayes, said, “We are determined to detect, disrupt and where possible, prosecute all terrorist threats to the U.K.” Built and created to fulfill this very mission expressed by John Hayes, Brain Fingerprinting embodies the next revolutionary form of technology that will lead the way to robust security for all law enforcement operations worldwide. Hayes also noted, “At a time of a very significant threat, it is vital [police and security services] have the powers they need to protect the British public.” The scale of the global challenge is indubitably prevalent, thus it is the moral responsibility for providers of security solutions to empower law enforcement with the right tools and technology, such that of Brain Fingerprinting.
