SITUATION
Recently, the day after New Year’s, where were the advanced warnings of a possible attack at the Pathankot Air Force Base, located barely 50 miles from the international border with Pakistan? Foreign Affairs reports, “The attacks reveal the inadequacy of Indian security. [Despite being a military base, Pathankot] lacked adequate protection to deter the attack.” What India needs is to not only improve its counterterrorism operations, but for the Indian security establishment to dramatically elevate its intelligence collection so that critical information can be disseminated to relevant security forces before an attack.
CHALLENGE
India’s National Intelligence Units and National Security personnel have consistently proven that they are unable to cope with the rise in terrorist attacks on Indian people this past decade. The number of bombings, premeditated train disasters, and malicious attacks totals to an alarming number of 45 incidents from 2005 onwards, with 1,078 innocent civilians’ lives lost, compared to only half of the number attacks between 1984 and 2004.
The technologies that are currently available to law enforcement are cumbersome and are disappointingly inapplicable in many situations.
