Sahiwal Shooting: Pakistani boy exposed the truth behind police encounters

At first, Pakistan Police described the weekend shooting in central Pakistan as a successful operation against ISIS terrorists. Pakistan Counter Terrorism Department (CTD) officials claimed to have killed four “terrorists” linked to the Islamic State group in an “intelligence-based operation” in Lahore, after terrorists opened fire at the officers. However, the victim’s 9-year-old child, Umair Khalil, who was present at the incident and suffered a bullet injury during the operation, revealed a contradicting story that his family members were innocent and shot dead in “cold blood by police.”
According to Umair’s testimonies, his family had been travelling from Lahore to a family member’s wedding in a car driven by his father’s friend when they were stopped by police personnel, but the police opened fire, killing his father, Muhammad Khalil, a grocery store owner; his mother, Nabila; 12-year-old sister Areeba; and a family friend, Zeeshan Javed.
As news spread and cellphone footage of the aftermath went viral on social media networks, public outrage grew around the country. Several eyewitnesses came forward and declared that the traveling family did not open fire on the police and no weapons were recovered from their vehicle.
According to CTD statement, the operation was conducted on information about the presence of suspected terrorists, provided by the department and an intelligence agency. Authorities said, Javed Zeeshan was an Islamic State operative who had been under surveillance and was carrying weapons and using his friend ‘s family as a shield during the incident. The family’s death was the “collateral damage”.
Senior journalist Hamid Mir slammed the police over the incident, saying that “after watching the video of the victim’s children, it has become clear that the incident had nothing to do with terrorism. The CTD version of events turned out be “lies”.
Pakistan’s prime minister, Imran Khan, said the widespread anger at alleged police brutality and impunity was justified and those responsible would face “exemplary punishment”.
Incidents of police abuse and extrajudicial killing are not unusual in Pakistan, and these offenders often escape accountability due to lack of evidence. The Punjab Police are especially notorious for abuse and corruption.
Pakistan’s governments have for decades failed to reform an under-resourced and under-equipped police force or hold abusive police to account. This incident is the latest in a long series of episodes of alleged police brutality in Pakistan which Prime Minister Imran Khan promised to clean up during the election campaign.
According to Human Right Watch, several Pakistani police officers openly admitted to the practice of false or faked “encounter killings,” due to intense pressure from higher command or local elites. Police are rarely held accountable for these killings and families of victims are deterred from filing complaints against police out of fear of harassment or being falsely accused in retaliatory trumped-up cases.
This event raises a significant question that given the fact of terrorism having spread like a plague around the globe and counter-terrorism agencies, have nations been too lenient delivering law enforcement authorities the permission and the rights to detain any suspect and interrogate him/her or even retaliate without validating the intelligence?
