Terrorist attack on Indian Captial thwarted, 9 arrested

SITUATION

The Indian capital’s police and the state police of Jammu and Kashmir have arrested 3 suspected terrorists who were planning to attack the country’s capital-New Delhi.
In a joint operation on early Sunday morning, the three arrested were found in possession of grenades and weapons. They are reportedly associated with the Islamic State in Jammu and Kashmir (ISJK). Three hand grenades and two pistols were recovered when they were caught near a Tourist Reception Centre in Jammu and Kashmir’s Srinagar City. The arrested men have been indentified as Tahir Ali Khan from Tral, Haris Mushtaq Khan from Budgam and Asif Suhail Nadaf. The men are being questioned about the motive and source of the weapons.
In addition to this, an underground hideout was found in Awantipora, Jammu and Kashmir, and 6 over-the-ground(OGW) were arrested. In September, two other terrorists of the of the ISJK were arrested. The intelligence about the men arrested on Sunday was received from them. The agencies call this a valuable catch as the arrested men could carry information about their hideout, weapons and plans.

A few days ago, it was reported that a few terrorists had snuck into India from Pakistan and were likely to move to New Delhi and attack it. The nation was consequently put on high-alert.

On 20 November, Delhi Police had released a photograph of the suspected JeM operatives who could carry out a terror attack. The alert was based on an intelligence input in the wake of the Amritsar grenade attack which killed three people and injured 20 others.

CHALLENGE

India has witnessed several terrorist attacks directly or indirectly sponsored by Pakistan. To add to this, the Islamic State threatens India in the form of the Islamic State of Jammu and Kashmir.

Ever since 1947, when the Indian Subcontinent was divided into India and Pakistan, the Indian Administered Jammu and Kashmir (IAJK) has been plagued by mass insurgency, poor governance, corruption etc. The state has faced mass insurgency since 1988. It has led to the deaths of around 45,000 to 80,000 people. There are a plethora of Pakistani sponsored and Kashmiri terrorists groups in the area. Global jihadist groups; Al-Qaeda and the IS have tried to gain a foothold in the area. Through the help of Islamic State of Iraq and the Levant – Khorasan Province (ISIL-KP), which is a branch of Islamic State of Iraq and the Levant (ISIL), active in Afghanistan and Pakistan established the ISJK 2016.

The insurgency in Jammu and Kashmir is widespread and has affected governance, tourism, education and overall peace in the state.  It is very difficult to distinguish between a terrorist and an innocent person there, as the latter blends in well with the former. Conventional investigative techniques cannot look into the brains of suspects to find out if they are guilty or if they have been radicalized. These techniques do help in intelligence gathering, but are inefficient and usually include torture. To suppress widespread terrorism, a novel way of gathering intelligence is needed.

WHY BRAIN FINGERPRINTING?

There is a technology which indicates if a subject has been affected in a way which makes him or her a threat to peace. In more specific terms, it determines if a person has been through terrorism training and exposed to propaganda. Moreover, the tool is more reliable and accurate than conventional interrogation.

The tool is called Brain Fingerprinting. It has been developed and is provided by Brainwave Science. By measuring information from processing brain activity, it distinguishes between a perpetrator, a witness and an innocent among those being tested. The aim of Brainwave Science is to eliminate human torture and suffering in the process of interrogation. Brain Fingerprinting detects the awareness of specific information in the human brain. Terrorists have evolved with the times, the counter-terrorism agencies will be greatly helped with developments in modern forensics and information gathering technologies. Brain Fingerprinting is usually a 45-minute long test taken by a person using a computer-based system and a specialized wireless headset.

From this test,  it can be ascertained whether or not the person is aware of specific information. This has applications not only in counter-terrorism but also in law enforcement, national security, trafficking, immigration control. The information gathered from the test can help the Counter-Terrorism agencies to confirm if the subjects are members of terrorist groups or not. Moreover, even the members of sleeper cells cannot escape this test, as the brain does not forget terror-training, even if it was received years or decades ago. Terrorist plots can be uncovered using Brain Fingerprinting. The level of a suspect’s involvement in terrorism can be found out by using Brain Fingerprinting. This technology helps to uncover the rank of the testee in a network, the structure of the group and to discover other members.

Brain Fingerprinting can help to unearth more information about the 3 terrorists and the 6 over-ground-workers who have been arrested in relation to the case. The Indian authorities have the opportunity to use a unique tool which can help them deconstruct the ISJK and allied terrorist agencies.

The Brain Fingerprinting technology is proven to be more than 99% accurate. There are no known counter-measures. Better yet, due to high accuracy, false positives and false negatives are not reported. The system is highly customizable and user-friendly. Brain Fingerprinting is based on measurement of the brain’s responses depending on whether the stimuli which it is exposed to are familiar or not. The test administrator does not need to interact with the testee during the course of the test. Unlike conventional lie-detection, the Brain Fingerprinting test does not base its judgement on the stress-response of the testee. It reports no false positives or false negatives. Often it is the innocent who lands up behind bars, while the guilty roam free. The Brain Fingerprinting test not only helps put the guilty behind bars but also helps the innocent get justice.

Any agency which fights terror must possess this revolutionary tool from Brainwave Science, which is instrumental in the elimination of human suffering and improvement in intelligence gathering operations.
