Honduran President’s brother arrested in Miami, charged with drug traffickingSITUATION

The brother of President Juan Orlando Hernández of Honduras has been charged with drug-trafficking and labelled a “large-scale drug trafficker”. Juan Antonio Hernández, 40, reportedly spent around 12 years facilitating cocaine shipments to the United States from Central America.
Antonio is said to be in control of the major aspects of the drug trade, including arranging security, protection of shipments, taking bribes from traffickers, and assuring government contracts for money-laundering front companies. Antonio was arrested in Miami on Friday, while the details were withheld till Monday. Antonio was associated with ‘Los Cachiros’, an organisation involved in trafficking. The former leader of Los Cachiros, Devis Leonel Rivera Maradiaga, revealed that he had bribed Mr Hernández. Devis has been cooperating with the Drug Enforcement Administration for the last 5 years. Fabio Lobo, the son of a former Honduran president, Porfirio Lobo, is another person who has been convicted after Devis’ testimony. The drug trade was established to an extent where the cocaine was branded with the initials ‘T.H.’, for Tony Hernández. President Hernández was the first to confirm the arrest on Friday. He emphasized the government’s commitment to justice.

The arrest of the alleged drug-lord brings attention back to the widespread corruption in Honduras. Thousands of Hondurans attempt to escape the corruption and violence in Honduras and seek asylum in the United States.
The indictment issued on Monday alleged that Mr Hernández looked after the processing, transportation and distribution of huge loads of cocaine which arrived in Honduras using multiple means such as aeroplanes, sea-vessels, and sometimes submarines.

Mr. Hernández not only bribed law enforcement officials to protect shipments but also took bribes from drug traffickers.

CHALLENGE

It is a rare occasion where the government has managed to arrest a top player involved in the drug trade. This catch is extremely valuable for the Drug Enforcement Administration. However, there are major challenges associated with handling this case. With the arrest of Antonio, the investigating agencies potentially have access to a vast amount of information related to the existing drug trade. As roughly 80% of cocaine which enters the US is thought to pass through Honduras, the information possessed by Antonio is extremely valuable and can help the agencies make significant progress in the war against drugs.

The challenge is that modern investigation and interrogation techniques are nothing but modern. There is a plethora of information which Antonio possesses but a question-and-answer technique is not suitable to extract the truth.

Top level drug-dealers usually avoid direct participation and try hard to cover their tracks. Even if they are arrested and being tried, it is very difficult to prove their guilt. However, it can be agreed that the culprit is aware of the crime which he or she has committed.

To add to the challenge, the political protection which Antonio enjoys will interfere with the investigative process. In light of the above challenges, there is an increasing need for a way to gather intelligence from a suspect in a humane, yet accurate and objective manner.

WHY BRAIN FINGERPRINTING?

It has been observed that in high-profile cases like that of Antonio’s, justice is often delayed and obstructed. What the investigative agencies need is a way to reliably and accurately screen suspects without prejudices and influences. Polygraph testing, DNA and fingerprints are available in only 1% of the cases. In the absence of the above, it can take years to prove who is guilty. A modern technology called Brain Fingerprinting offered by Brainwave Science,is the solution to the problems listed above. One usually associates interrogation with torture, however Brainwave Science believes in the elimination of the same. Being a non-invasive technique, it can determine if the person being tested has awareness of specific information or not. Only Brain Fingerprinting can help law enforcers to tap into the brain of Antonio and ascertain if he has knowledge of running the drug operations. The Brain Fingerprinting system can read clues that link Antonio to the trafficking business.  The Brain Fingerprinting test can be run on Fabio Lobo and Devis as well. The System comprises a proprietary wireless headset and a computer which analyzes his brain-response to pictures, words and phrases related to the operations. The person who has planned and/or committed the crime will definitely know minute details which innocent people will not. Criminal investigations can now be conducted in a reliable and accurate manner, without running the risk of being biased and traumatic. It is easy to fool conventional investigative techniques but the Brain Fingerprinting system has no countermeasures. Moreover, it is immune from the opinions of the test administrator.

The system is applicable to more than 85% of all criminal and civil cases. Brain Fingerprinting can not only help in cases of indirect criminal participation but also help reverse-engineer criminal organisations through foot-soldiers. Brain Fingerprinting can help agencies to match the testimonies suspects, victims, or witnesses with existing intelligence.

Brain Fingerprinting is a scientifically proven system. It is highly portable and easy to use. It is an automated cloud-based technology experience, which is needed by every law enforcement and national intelligence department.

To move a step closer to ending the drug menace in the US, the Law enforcement agencies must employ the Brain Fingerprinting system. Brain Fingerprinting aids in the reduction of drug trafficking crimes by surpassing the capabilities of any other interrogation or investigation tool available.
