Tajikistan: the front line of the war on Drugs

Since the collapse of the Soviet Union in 1991, Tajikistan has accomplished an extraordinary and overwhelming expansion of drug trafficking and consumption in Central Asia. The United Nations Office on Drugs and Crime (UNODC), as well as the United States and European governments, have accused Tajikistan of not taking proper measures to control the drug trafficking issues, irrespective of the international fund provided to support the cause.
Tajikistan has become a key transit country for Afghan opiates and other drugs. More than 30 percent of Afghanistan’s heroin and opium export to Russia and Europe is made through Tajikistan route. According to International reports, Drug smuggling accounts for approximately a third of Tajikistan’s economy. Drug trafficking through Tajikistan was estimated to generate $2.7 billion per year in 2011, possibly surpassing any legitimate source of wealth in the country. The opiate trade is so important economically that it has corrupted the whole political system.
According to the UNODC Executive Director Yury Fedotov, “The flow of drugs from Afghanistan poses a serious threat to security and development throughout Central Asia, and Tajikistan is the first line of defense.”
The Central Asian country has been in the front line in the global war on illegal drugs as tons of heroin, opium and cannabis are smuggled from neighboring Afghanistan every year. Lt Gen Rustum Nazarov, head of Tajikistan’s Drug Control Agency, stated that almost all the drug seized by border security force or law enforcement agencies are from Afghanistan.
However, irrespective of all the allegations, Tajikistan claims to be in control of the situation.
The Tajik Drug control Agency is one of the law enforcement agencies in Tajikistan with the responsibility to control and eliminate drug trafficking within the country. However, it is believed that corruption and inefficiency is widespread across the agency.
All the radical organizations such as Islamic Movement of Uzbekistan, Taliban, Islamic States and others are highly involved in trafficking drugs through Tajikistan route. As much of the funding for these militant groups come from the drug trafficking. With the rise in drug trafficking, the flow of drugs will increase the power of the warlords and extremists in Central Asia especially in Afghanistan.
Many high-ranking Tajik state officials, who were responsible to govern Tajikistan and eliminate the uprising drug trafficking problem are now protecting and supporting criminal networks by protecting their drug cartel. Corruption within the Tajik government and law enforcement agencies is believed to be primary reason in the failure to put an end to drug trafficking, which has been an international concern. From big-time smugglers with close ties to the government to smaller pushers can now easily sneak into Tajikistan due to inefficient border security. Law Enforcement personnel mostly arrest people who are either foot soldiers or individuals willing to act as mule because they desperately need money and drug dealer will make payment in exchange for their jail time. Tajik Law Enforcement personnel find it extremely challenging to determine the trafficker from innocent, identify the warlords and extremists and above all the identity of corrupt officials before this drug epidemic consume the whole country.
