Marielle Franco: two Rio ex-officer arrested for murder of Councilwoman
March 12, 2019 | Brainwave Science
Marielle Franco, a 38-year-old Rio de Janeiro City Council member and a prominent figure in left-wing politics who frequently spoke out against police violence and corruption within the city, was assassinated last year by an unidentified gunman in an attack that also claimed the life of her driver.
Two days before the first anniversary of her death, Police have arrested two former police officers Ronnie Leesa and Elcio Vieira over the murder of the Rio de Janeiro councilor Marielle Franco and her driver. One of the suspects is accused of being the gunman while the other of being the driver. Marielle had criticized police killing in the favelas where she grew up and took part in an inquiry into the paramilitary gangs, usually include law enforcement officers, that control large areas of Rio state.
According to Prosecutors from a special organized crime unit, assassination of Franco was meticulously planned over the course of three months. They further said, “It is contestable that Marielle Franco was summarily executed for her political activity in the defense of the causes she defended.”
The attack had been carried out in a carefully chosen location, and surveillance cameras at a nearby metro station had been switched off prior to the crime, suggesting a shocking level of sophistication and giving rise to speculation that powerful figures were behind the assassination.
According to a police report, six witnesses came forward and identified a former police officer in the police’s special operations unit as the man who pulled the trigger. The identified officer was early expelled from Rio’s Military Police Force for involvement with one of the city’s main organized crime syndicates and has since became a full-time mercenary.
Marielle Franco’s fiancée, Monica Benicio, said, “This is an important step in the investigations, no doubt. But one year is too much time for a murder like this. More important than the arrests… is an answer to the most urgent question: who ordered Marielle killed? I hope I don’t have to wait another year to know who ordered all this.”
Amnesty International and Human Rights Watch studies questions whether Rio de Janeiro’s military and civil police really the world’s most brutal forces?
In Brazil, human rights crisis is underway at the hands of law enforcement agencies and are accused of routinely torturing and killing citizens- especially black citizens. Amnesty International warned that Brazilian authorities are ignoring such killings and injustice, which have risen sharply since 2012. According to Human Rights Watch report, it was estimated that Rio police have slaughtered more than 8,000 people in the last decade and less than 1 percent of police killing received charges. The situation has gotten so bad that some activists have called situation an occasion of “black genocide.”
However, the situation becomes more vicious as BOPE, an elite unit within Rio’s Military Police forces and protector of Brazilians, personnel are accused of associating with organized crimes. These law enforcement personnel run protection for organized syndicates, both on the streets and internally as informants. The main suspect in this case had ties to BOPE. Brazil is more violent now than at any time in its history. According to a report, an average of seven people dies every hour. Expert believe this problem will continues to worsen if urgent steps aren’t taken by Brazilian government at such critical time.
It has become a challenge for activists to raise voices against corruption and police violence in Brazil. Activists around the globe such as journalists, honest politicians or environmental defenders are facing hard retaliation for performing their job honestly-defending and educating the human. Last month, a Mexican environment activist, Samir Soberanes, was killed before a public referendum which he has protested strongly in the past. While on the other hand, journalists with the classified knowledge to jeopardize a government or business face same retribution. The most outrageous one is Saudi journalist, Jamal Khashoggi, killed in Saudi consulate in Turkey. Humans with honest bones are marching toward a difficult phase. Today, exposing the truth or fighting for righteous is the most hazardous profession of all.
It won’t be false to state that Brazilian police made no progress in Marielle Franco’s case in the past one year until now. Several suspects were identified, and witnesses came forward with an identification of shooter just after Marielle Franco’s murder, but still Brazilian law enforcement agencies failed to crack Franco case open. Why? Due to lack of substantial evidence? Since past year, it has raised several questions connected to the murder of Franco. Such as why the delay in justice? Involvement of Brazilian president and his son, Flavio Bolsonaro? Which powerful personalities were behind the assassination? Brazilian hope for change lost?
As a result of her murder, Marielle Franco has become a symbolic figure for women around the globe. The mourning Brazilian demand answers in this case and they frequently march the street of Rio with placards reading “Justice for Marielle”, creating tremendous pressure on Brazilian government and law enforcement agencies to solve the case swiftly, which apparently involved powerful authority. Till now, law enforcement agencies opted for the existing conventional investigating and intelligence gathering tools that are outdated, time-taking process, don’t guarantee accurate results, can’t verify witnesses’ testimonies and do not reveal what information a suspect possesses and is trying to conceal from the investigation. The complex Marielle Franco case which is linked to Brazilian corruption which cannot be cracked using such outdated tools.
With the advancement in technology and neuroscience, Brainwave Science, a US-based company, has launched the most revolutionary and needed technology of this century that guarantees accurate results, reveals the truth behind the Marielle Franco’s complex case, successfully identifies the powerful individuals involved with nearly perfect accuracy and does not promote inhumane methods. ICognative technology by Brainwave Science is so powerful that it can definitively distinguish corrupt police officers from the innocents within the BOPE and other law enforcement agencies. Brainwave Science’s iCognative is a ray of hope for Marielle Franco’s fiancée, law enforcement personnel and citizens to uproot the problem of corruption and provide justice to Franco and many other victims.
iCognative provide the most advanced, cutting-edge tool for law enforcement personnel to gather accurate intelligence when protectors are corrupted, evidence are hampered and hope to uproot the problem is lost. iCognative can determine who is the perpetrator or corrupt law enforcement personnel and who is innocent with 99% accuracy. How? Simple! This technology accomplishes these results and accuracy by matching crime-related information through specific brainwave called P300 and P300-MERMER using a proprietary headset which further reveals crime related information useful for an investigator to identify the powerful authority involved and other accomplices with near- 100% accuracy without any necessity of physical evidence. iCognative technology is a fully automated technology so unique it produces zero possibility of error and an investigator or subject cannot influence the results or technology.
In Marielle Franco’s complex case, Brazilian law enforcement agencies should utilize iCognative technology as the assassination of Marielle Franco could be a political crime and with proper investigation, this case would identify the corrupt law enforcement personnel, government officials and other powerful members who ordered the kill, supported corruption and protected organized syndicate in Brazil. The biggest question-who ordered the killing? iCognative is the only forensic and scientific technology in the security market that guarantees to reveal the truth and no perpetrator irrespective of his/her power or position would remain unpunished for his crime due to his influence or lack of evidence. In this case, all the necessary crime-related information could be accessible and verified with almost perfect accuracy once a 45-minutes iCognative test is conducted by law enforcement personnel on Ronnie Leesa and Elcio Vieira. Information such as who ordered the killed, how much they were paid, why Franco was a target, any confidential information she possesses, any whistleblower involved, any involvement of president or his son, identification of key people and other law enforcement personnel, details of suspect bank records, verification of the testimonies of witnesses, Franco’s fiancée and staff members, friends and family etc., would be easily available to Brazilian law enforcement personnel to investigate this case in the right direction and crack this case open once the test is completed and further provide evidence and information about corrupt law enforcement personnel, government officials and masterminds of crime syndicates.
An assigned investigator uploads all the investigate details of this case into the iCognative system protocol. The system records and analyzes the brain responses when case related and confidential information (together called Stimuli) is flashed to the suspects on a digital screen in the forms of pictures, phrases or words and determine with over 99% accuracy what information suspects possess and/or trying to conceal from the investigator. iCognative is the best hope for Brazilian law enforcement personnel to crack this case open within days and be assured that no links or perpetrator would be left behind from being prosecuted.
Brainwave Science’s iCognative is the best weaponry for law enforcement around the globe to fight and uproot the problem of corruption and identify the corrupt police and government officials within the chain of command. No other security solution can meet the superior performance, ease of implementation, and cost-effectiveness of iCognative.
