SITUATION

Turkish security forces on Friday arrested 45 people for their alleged links to Fetullah Terrorist Organization (FETO), the terror group behind the 2016 defeated coup in Turkey, judicial sources said. Earlier, Izmir’s Chief Public Prosecutor’s Office had issued arrest warrants for 20 suspects, including 17 on-duty soldiers, as part of a probe of infiltration of the Turkish Armed Forces by the terror group. Following the issuance of the arrest warrants, 13 suspects, including two colonels and three lieutenants, were arrested in various provinces.

Separately, Samsun’s Chief Public Prosecutor’s Office issued arrest warrants for 22 suspects – including on-duty soldiers, a doctor and former students of the now-defunct military academy — for their alleged linked to FETO. Turkish security forces arrested 14 suspects — including Coskun K, former director of Turkey’s state-run postal service PTT, who is accused of being a senior figure in the FETO’s military structure. In addition, the Istanbul Chief Public Prosecutor’s Office issued arrest warrants for 29 suspects for allegedly using ByLock, an encrypted cellphone app used by FETO coup plotters.

FETO and its U.S.-based leader Fetullah Gulen orchestrated the defeated coup of July 15, 2016, which left 251 people martyred and nearly 2,200 injured.

Turkey accuses FETO of being behind a long-running campaign to overthrow the state through the infiltration of Turkish institutions, particularly the military, police, and judiciary.

CHALLENGE

This is a serious case for the Turkish security forces. A dangerous terrorist organization has allegedly managed to infiltrate the military establishment of this country.

Since high ranking military officers and on-duty soldiers have been arrested on suspicion, their involvement or innocence must be determined as soon as possible. It is important for the morale of the entire military, and the public as well. If these officials are declared innocent after long rounds of interrogation and lengthy investigation, then their reputation and peace will be affected. Moreover, the public will not have faith in the judiciary and law enforcement anymore. On the other hand, if they are proven guilty, then the public will lose faith in the military and this affects the morale of the forces and weakens the forces from within. It increases the chances of emboldening potential defectors.

It can be expected that some of the 29 people suspected using an encrypted app for communicating and planning a coup are guilty. Therefore, they have memories of using the ByLock app to communicate. If asked, they will deny using it. But they have experience of navigating around the app. However, the agencies do not have any reliable and objective method to determine if a person has this experience and know-how or not.

Forensics would be a completely different world if a direct insight into the mind of a suspect would be available. It would be a lot easier, effective and economical to determine whether a person planned and/or executed a crime, whether a person harbors a certain ideology in his or her brain, what position a person holds in an organization, which organizations he or she has links with, etc.

Can the advancements in Information Technology and Medical Sciences help the investigative agencies with the aforementioned capabilities for good?

WHY ICOGNATIVE?

iCognative is a forensic technology which has re-shaped the world of forensics. This technology has been developed by Brainwave Science. It helps gather intelligence about terrorism and also uncovers their plots. It eliminates human torture and is highly reliable. Terrorism will not end till the top leadership is brought to the books. For this, the structure of the organization must be understood through the limited sources available. The captured terrorists, informants, and spies are aware of a lot of information that they ever reveal in interrogations. The way agencies interrogate cannot elicit the level of intelligence enough to bring an anti-national organization down.

iCognative can make the process of gathering information efficient and cost-effective. In addition to this, it is highly accurate. The test does justice to both the testee and the tester. There are no false positives or false negatives. Countermeasures may come to a dime a dozen with other tests but there is no known way to fool iCognative. This 45-minute long test can be administered with a laptop and a proprietary wireless-headset. iCognative works on the principle that the human brain reacts differently to stimuli which they are aware of and stimuli which they have been exposed to for the first time. The system can detect the difference in the brain’s response by recording and analyzing the brainwaves. iCognative can help any department which investigates or interrogates, such as Law Enforcement, Trafficking, Counter-Terrorism, Border Security, Immigration Control and National Security.

The Turkish authorities can run iCognative test on the arrested suspects. The stimuli, in this case, can be details connected with of the site of the memorial services, the date and time of the service, FETO insignia, FETO propaganda material, weapons to be used for the coup attempt, etc.

While taking the test, brainwaves of the subject are analyzed and it can be determined whether he or she possesses information about the planning of the coup or not. The security and intelligence agencies can use the power of iCognative to detect crime-specific information stored in the brain of the coup plotters. iCognative is the only technology which can enhance intelligence gathering to a level that the Turkish forces can preempt future coups.
