First Arrest on Borussia Dortmund Bus terror attack – German Police

After the explosion that hit the Borussia Dortmund bus on Tuesday night at around 7:15 PM, one of two suspects has been arrested and taking into custody by the German Police. The two persons were suspected of having “Islamist” affiliations and motives to carry out the attack.
The explosion left Spanish defender, Marc Barta with a wounded arm and broken wrist, luckily there were no casualties, also leaving the bus severely damaged by shrapnel’s from the explosion. Authorities are treating the incident as a “terror attack”, according to the Independent.
The Champions league continued on Wednesday night at the Westfalenstadion pitch.
Frauke Kohler, a spokeswoman for Bundeskriminalamt, revealed that 3 letters with same text were found close to the explosion site and said the attacker had connections with “Islamist State”. The German, Sueddeutsche Zeitung newspaper, also reported that the letters commence with the words in German: “In the name of Allah, most gracious, most merciful.”
Focus Online Magazine, also reported that investigators are also considering that the letters may be a decoy and also a second letter claiming responsibility is being examined by authorities.
The problem appears to be that, German Authority if going after two suspects (one arrested), are directly connected to that particular crime? Do they have any involvement regardless of their affiliation or sympathy with Islamist State suggests? What is their level of involvement in the crime?
