Ramon Raudel Campos Murillo, a native of Mexico, is an associate member of the notorious international gang MS-13 who is charged for his role in operating an interstate prostitution ring. The court document states that for three years between 2009 and 2012, Campos Murillo operated an interstate prostitution ring that trafficked multiple women and a known minor across state lines to engage in commercial sex acts.
An investigation found that these women were foreign nationals, brought in from all along the eastern seaboard from New York to Virginia. Once these victims arrived at the Greyhound bus station in Washington, D.C., they transported them to an apartment in Riverdale, Maryland maintained by the gang as a brothel.
This illegal business prostituted over 100 different women and operated in multiple locations including Manassas, Woodbridge, Falls Church, Fairfax, Alexandria, Virginia Beach, Norfolk, Newport News, Baltimore and Delaware. Campos Murillo’s brothel charged clients $30.00 for 15 minutes of forced sex act with the trafficked women, garnering almost half a million dollars in illicit revenues and the money that the gang makes from these horrendous crimes supports its other criminal activities.
The gang exploit’s minor victim more due to the victim’s age in a sex trafficking ring. The gang advertised minor victims to clients of their prostitution ring as being under the age of 18-years-old. A known minor victim was coerced into the prostitution ring in 2009 at the age of 15-years-old and on the first day, was forced to have sexual relations with 17 clients all across the northern Virginia region that include Alexandria, Falls Church, and Tyson’s Corner.
A warrant was issued for Campos Murillo’s arrest on December 13, 2011, and he has been considered a fugitive since that time. Campos Murillo is a 40-year-old male standing at five feet six inches tall and roughly 200 pounds with brown eyes and black hair, last believed to be living in either Maryland or Delaware.
Sex trafficking is practiced by a local crooked looking guys to produce an enormous profit with limited work. While these small-time traffickers still exist, sex trafficking rings run by gangs and other large criminal enterprises are progressively becoming the norm. Human trafficking is now the world’s fastest-growing criminal enterprise, second to drug trafficking and as profitable as the illegal arms trade. Sex trafficking is profitable due to the ability to trade an individual for sex many times as compared to drugs or arms which can be sold once. Due to extensive criminal networks and the ease of technology, eliminating sex trafficking networks is a crucial issue for law enforcement.
MS-13 is one of the world’s most vicious street gangs and has hit headlines around the world following a string of crimes in the US. Gang members prey on vulnerable young runaway girls and drag them into the hideous world of juvenile prostitution from where they earn profit to run the gang. Along with Campos Murillo, many more MS-13 gang members like Cornejo Ormeno, Jose Ciro Juarez Santamaria, Alexander Rivas, Rances Ulices Amaya are convicted of operating an interstate prostitution ring in the US.
The MS-13 gang has at least 10,000 members across 46 states in the US and over 30,000 worldwide, according to the FBI and the Treasury Department. Gang’s illegal wide-ranging activities include murder, racketeering, drug trafficking, human trafficking and prostitution have drawn the attention of the FBI and Immigration and Customs Enforcement, who have initiated raids against known and suspected gang members, arresting hundreds across the United States for charges against Sex trafficking but still face extreme difficulties in eradicating this network.
A major problem for law enforcement in trafficking case is due to the ease of technology, street gangs like MS- 13 can meet the high demand for sex with young girls and women. Gangs use social media accounts like Facebook, Twitter, MySpace and Instagram to lure young girls into commercial sexual exploitation. These techniques are complex to monitor and trace unless law enforcement gets accurate intelligence about it.
To collect intelligence on MS-13 gang sex-trafficking rings, Law enforcement officers must rely more on informants and electronic surveillance methods.
So which technology can aid law enforcement in providing accurate and reliable intelligence about MS-13 gang and their illicit activities?
One of the most accurate and reliable sources of intelligence is Human Brain. iCognative by Brainwave Science is an innovative neuroscience-based technology that has the ability to distinguish between innocents and suspects by detecting concealed or hidden information in the brain. With such advanced technology, criminals cannot hide information when their brains will confess. Unlike other fruitless interrogation techniques and tips from informants, iCognative guarantees a high success rate, aids generation of quality leads at an unprecedented rate.
Using iCognative technology, a simple test can provide a 99.9% accurate intelligence/lead to the law enforcement authorities for dismantling the entire MS-13 gang. iCognative test can be conducted on arrested MS-13 gang members or other parties like witnesses/victims that the authorities consider relevant to this case. iCognative by Brainwave Science is noninvasive technology as it respects human rights, necessary for the witnesses and trafficking victims. To conduct a iCognative test, a test case needs to be built in which an agent will input known and confidential information about the MS-13 gang and Sex Trafficking case. Both known and confidential information is used as stimuli to input into the iCognative system in the form of words, phrases or pictures (depending on the available form). Considering trafficking situation, law enforcement can use information such as names of key members; gang codes; locations of brothels and hideouts; unique routes; the number of victims/members involved; social media account; bank information used to launder money as inputs into the iCognative system to conduct the test on MS-13 gang members.
iCognative system collects brain responses to each stimulus while flashing stimulus to each suspect and all these responses are analyzed at end of the test by sophisticated algorithms to determine if the information under question is present or absent in the brain of the suspect.
After the iCognative test, ICE can easily find accurate intelligence and leads to dismantle this notorious crime/trafficking MS-13 gang, arrest the masterminds, protect civilians’ life and save money and time. This ultimate neuroscience-based technology grants law enforcement with superior power never known to the world of security and investigations.
