Tajikistan: the front line of the war on Drugs

Since the collapse of the Soviet Union in 1991, Tajikistan has accomplished an extraordinary and overwhelming expansion of drug trafficking and consumption in Central Asia. The United Nations Office on Drugs and Crime (UNODC), as well as the United States and European governments, have accused Tajikistan of not taking proper measures to control the drug trafficking issues, irrespective of the international fund provided to support the cause.

Tajikistan has become a key transit country for Afghan opiates and other drugs. More than 30 percent of Afghanistan’s heroin and opium export to Russia and Europe is made through Tajikistan route. According to International reports, Drug smuggling accounts for approximately a third of Tajikistan’s economy. Drug trafficking through Tajikistan was estimated to generate $2.7 billion per year in 2011, possibly surpassing any legitimate source of wealth in the country. The opiate trade is so important economically that it has corrupted the whole political system.

According to the UNODC Executive Director Yury Fedotov, “The flow of drugs from Afghanistan poses a serious threat to security and development throughout Central Asia, and Tajikistan is the first line of defense.”

The Central Asian country has been in the front line in the global war on illegal drugs as tons of heroin, opium and cannabis are smuggled from neighboring Afghanistan every year. Lt Gen Rustum Nazarov, head of Tajikistan’s Drug Control Agency, stated that almost all the drug seized by border security force or law enforcement agencies are from Afghanistan.

However, irrespective of all the allegations, Tajikistan claims to be in control of the situation.

The Tajik Drug control Agency is one of the law enforcement agencies in Tajikistan with the responsibility to control and eliminate drug trafficking within the country. However, it is believed that corruption and inefficiency is widespread across the agency.

All the radical organizations such as Islamic Movement of Uzbekistan, Taliban, Islamic States and others are highly involved in trafficking drugs through Tajikistan route. As much of the funding for these militant groups come from the drug trafficking.  With the rise in drug trafficking, the flow of drugs will increase the power of the warlords and extremists in Central Asia especially in Afghanistan.

Many high-ranking Tajik state officials, who were responsible to govern Tajikistan and eliminate the uprising drug trafficking problem are now protecting and supporting criminal networks by protecting their drug cartel. Corruption within the Tajik government and law enforcement agencies is believed to be primary reason in the failure to put an end to drug trafficking, which has been an international concern.  From big-time smugglers with close ties to the government to smaller pushers can now easily sneak into Tajikistan due to inefficient border security. Law Enforcement personnel mostly arrest people who are either foot soldiers or individuals willing to act as mule because they desperately need money and drug dealer will make payment in exchange for their jail time. Tajik Law Enforcement personnel find it extremely challenging to determine the trafficker from innocent, identify the warlords and extremists and above all the identity of corrupt officials before this drug epidemic consume the whole country.

It is understood that the biggest blow to the global drug market could be initiated from elimination of drug trafficking in Tajikistan. Not only the drug smugglers but the extremists that control the region and prey on drug trafficking would be toothless. Winning against these traffickers would not only help law enforcement agencies to protect innocent citizens and eradicate corruption but also ensure swift development and security of Tajikistan and other neighboring countries.

Tajikistan’s drug epidemic demonstrates precisely why the law enforcement agencies including border security forces immediately need an advanced neuroscience based forensic technology that can reveal the identity of the individual and his/her level of involvement in drug trafficking within an hour and also use the same technology to identify the corrupt government official supporting and protecting the drug cartel. With God’s grace, one such technology already exists in the security market that addresses this fundamental problem of identifying the perpetrator from innocent. Such technology is developed and designed by Brainwave Science and it’s called iCognative.  It will not only help the law enforcement personnel bring down the criminal organization and gain accurate intelligence about the cartel and opted route but also provide substantial evidence to prove the innocence of a suspect, if he is.

The existing conventional tools like interrogations or polygraph opted by Border Security forces to reveal the identity of a suspect and gain accurate intelligence do not guarantee accurate results and above all do not reveal what specific information is stored in the suspect’s brain. iCognative technology provides accurate and scientific means for law enforcement personnel to tap inside the human brain and reveal his true identity and what specific crime-related information the suspect possesses with over 99% accuracy within an hour. This technology works like science fiction where no human brain can cheat or lie, conceal crime-related information and guarantees high success rate and results.

The iCognative technology is based on scientifically accepted and proven P300 and P300-MERMER brain responses, which only activates when a suspect sees an information that his/her brain already possess. Tajik law enforcement agencies must utilize iCognative to conduct a 45-minutes test on the suspects and determine what specific information they possess or trying to conceal from the investigators. Information such as: link with specific drug network or militant group, how they posses the drug, their involvement in drug network, identification of drug traffickers within the country, route opted, time and date of future cartel , information about the modus operandi of these drug network, identification of corrupt government and law enforcement personnel, etc., would be easily available to the law enforcement personnel to investigate in the right direction once the test is completed. iCognative guarantees that no innocent would suffer or be punished if the test is conducted. All the investigative details related to the drug trafficking especially from Afghanistan is uploaded into the iCognative system protocol. The system records and analyzes the brainwave responses when case related and confidential information (called Stimuli) is flashed to the suspect on a digital screen and determine with over 99% accuracy what information the suspect possesses.

Brainwave Science’s iCognative technology can support Tajik government and law enforcement agencies in such crucial time when due to drug trafficking and corruption, the growth and security of the country has been compromised. iCognative technology is the most suitable and logical weaponry for law enforcement to crush drug trafficking without any bloodshed. Despite the evidence of intersection between trafficking activities and terrorism, the nature of the crime-terror nexus is still poorly understood. The science examining terrorism/trafficking interaction remains incomplete and uneven, but now with arrival of iCognative, a scientific and proven technology, the equation is about to change for sure.
