A new migrant crisis: 700,000 migrants wait in Libya to cross illegally from the Mediterranean to Italy

According to a statement of Britain’s National Crime Agency, more than half of a million of migrants are waiting in Libya to cross the Mediterranean to Italy. But Italy turned away boats with migrants from its ports because of increasing crime rates and organized crimes in the country last years and as a result, 300 people drowned. Also, the source claims that Italy’s refusal to take stranded ships had created a bottleneck of 700,000 waiting in the North African country.

NCA deputy director of organized immigration crime Tom Dowdall warned of a spike in attempted illegal sea crossings to Europe this year. Besides, he emphasized that fact that migrants were actively looked for new ways to evade detection, including hiding in ‘coffin-sized’ spaces in vehicles, with ‘complicit lorry drivers’ charging up to £2,000 per migrant. According to Dowdall’s report, smugglers collectively make up to £6billion a year charging would-be migrants and a single boat from Africa to Europe could make them up to £300,000. The latest official statistic shows that attempted crossings to Spain and Italy are up by 75% on last year.

In light of increasing crime rates, smuggling of people and organized crimes, several European countries will discuss these problems this week. Germany, Italy and Austria hold talks on how to ‘shut’ the migration route across the Mediterranean from Africa into Europe.

There is no national security without border security. That’s why every country pays a special attention to this question. But despite strong political position and high security level, EU and especially Italy face with a migrant crisis. Every year number of migrants only increases and it’s getting harder and harder for national agencies to control a flow of migrants. Weak borders allow millions of illegal alien’s easy entrance to desirable countries and as a result, crime rates, smuggling of people and organized crimes in the country increase. That’s why Immigration Control became a real challenge for countries of EU.

In recent years, immigrants started to use a lot of new ways of evading a detection. That is why border agencies should improve their means in border security area too. Modern technologies can become a great instrument in solving these problems. But it is very important to find such technique that can be multipurpose and extremely accurate not only in solving single task but a variety of different cases. So, which of modern technologies can be useful in such complicated situations?

In the modern world, new security challenges need, first of all, an innovative solution. Border security plays a key role in defending countries against outside threats. iCognative by Brainwave Science can offer a unique and intelligent security method that is able to distinguish between suspects and innocents.

iCognative is a special test that can determine whether specific information about a crime is stored in the brain of a suspect. The system behind it doesn’t rely on human intervention, thus it’s not prone to human error. It’s fully automated and can be used in 85% of cases (when the Fingerprinting or DNA test are used only in 1-2% of all cases). Besides, there is no need for specific education or skills to use it. Once trained within few days members of law enforcement agencies can use iCognative technology on their own without expert guidance.

It only takes 15 minutes to build a test case. First of all, we need to gather the confidential information that is relevant only to the offender and is unknown to the public. This confidential information input into the system as stimuli. For determining a person who, for example, is engaged in the organization of illegal transportation of immigrants. We can use details of such as stimuli to input in to the system to conduct a test to identify whose brain has all this information: a type of illegal transportation, date of arriving in Italy, the price of such transportation, photos of immigrants etc. If we speak about possible immigrant’s involvement in a terrorist organization: we can use the names and pictures of known members of this illegal group, dates of their terrorist attack etc. While all this information randomly flashed to suspects, the system will capture brain responses and stored in the system.  Final analysis of this stored brain responses will give with over 99% accuracy which suspect has this confidential information. The whole test takes only approximately 45 minutes.

So, the use of iCognative can become a great mechanism for preventing such illegal immigration which is increasing crime rates, smuggling of people and organized crimes. The technology aims to deliver justice at a global scale, aiding border security agencies in keeping their nations safe and protected.
