A prominent Mexican environmental activist, Samir Flores Soberanes, has been murdered before a public referendum on a controversial thermal-electric plant and fuel pipeline he and other environmental activists have protested strongly in the past. Mexican police found a note next to his body, reportedly containing a message which indicated the execution may be gang-related.
Mexican President Andres Manuel Lopez Obrador spoke out against the violent murder, calling it “vile” and “cowardly”. He further added that the referendum on the pipeline would proceed on schedule.
Samir Flores Soberanes was a human rights activist, producer of a community radio station and long-time opponent of the Proyecto Integral Morelos (the integral project for Morelos). Environmental campaigners believe Samir Flores’s murder is a ‘political crime’. FPDTA said Samir had no other enemies other than the people behind the Proyecto Integral Morelos, who were responsible for thermal-electric plant and fuel pipeline project.
According to the People in Defense of Land and Water Front, the environmental activist group which Samir Soberanes was a member, and Mexican Media stated that Samir Soberanes had been shot twice in the head by unknown assailants in front of his home. The Mexican Police and other authorities believe that Samir’s murder had no connection with the thermal-electric plant and investigations were probing links to organized crime.
The environmental group said, “This is a political crime for the human rights defense that Samir and FPDTA carried out against the project and for people’s autonomy and self-determination.”
Samir Soberanes and other environmental activists pushed against the controversial project- first proposed in 2011- because they believe that the pipeline will contaminate the water bodies that the Indigenous communities that live nearby need. In the light of Flore’s death, FPDTA has demanded a thorough investigation and called for the referendum vote to be postponed.
Being an environmental activist in Latin America is incredibly dangerous. For several years in a row, Latin America is, by far, the most dangerous region of the world for environmental human rights defenders. It is a fact that most controversial environment projects, which are resisted by environmental activists, involves government officials and powerful businessmen who have invested millions.
Latin America and Caribbean signed the ‘Escazu Agreement’ last year to help protect defenders of the environment. This agreement states that government should inform public about the potential polluting projects which could promote the defenders. The agreement indicates that countries should take investigation seriously and create welcoming environments for radical thoughts as part of improving defenders’ protections. With the recurring assassination of environmental defenders, it raise a question within Environmental activist community as how effective is the Escazu Agreement? Still, Latin America has the largest number of killings of environmental defenders.
According to Global Witness reports, approximately 207 known land and environmental defenders were killed last year around the globe and nearly 60% of those killings took place in Latin America. However, this report ignores a range of human rights violation including violent attacks, torture, blackmail and disappearances. Expert believe that such cases in Mexico have increased to 400%. The reports further states that the criminal gangs are often found to be suspected perpetrators behind the murder of environmental defenders. However, most activists alleged that these criminal gangs are hired by officials or businessmen linked to the dubious project.
Land and environmental defenders aren’t the only one who are facing such harsh retaliation for performing their job honestly- protecting and educating human. Currently, journalists around the globe have faced same retaliation. The most scandalous one is the Saudi journalist, Jamal Khashoggi, killed in Saudi consulate in Turkey. While, another incident where motive behind the murder was crystal clear is Ghanaian journalist killed as he was investigating the corruption in Ghana’s football leagues. It won’t be wrong to claim today exposing truth is the most hazardous profession.
Samir Flores case would be a complex one as the motive behind his murder isn’t clear. The local press and investigator are at opposite ends. Mexican law enforcement agencies need to analyze both the situation- protest the fuel pipeline project and note left by criminal gang- in order to reveal the truth. It could be probable that in further intensive investigation, law enforcement personnel could uncover evidence that link both situations as mentioned above and seen in most of these cases in the past or at least identify the motive and perpetrators behind such a hideous crime before environmental group lose faith in law and order.
The levels of violence against environmental defenders around the globe are astonishing. It is the duty of government and law enforcement agencies to protect these anonymous heroes, who jeopardize their life to provide us with truth- harsh reality of our community. Under Escazu Agreement obligation, Law enforcement personnel are under relentless pressure to find the truth behind Samir Flores murder, investigate the fuel pipeline project and identify the heinous perpetrator/s and prohibit such crimes in the future. To investigate this case in the right direction, law enforcement personnel need accurate information and evidence. Till now law enforcement personnel relied on existing conventional investigative tool which do not guarantee accurate results, are time taking processes and do not reveal what information a suspect or witness possesses and is trying to conceal from the investigator.
To protect these heroes-environmental defenders and journalists- law enforcement personnel desperately needs to consider an alternative method or process to gather accurate intelligence and evidence and identify the perpetrator within a record-breaking time. In order to reveal the truth behind Samir Flores’s complex case, a non-intrusive, affordable and efficient technology with nearly perfect accuracy is desperately needed by Mexican law enforcement personnel to protect these unsung heroes and maintain public trust on law and order.
Brainwave Science has introduced the most accurate and needed technology of this century that empowers law enforcement personnel to determine who is the criminal, by matching crime-related information from an infallible witness-the human brain with over 99% accuracy without any necessity of physical evidence and it’s called iCognative. This technology is the only hope for FPDTA and law enforcement agencies to find the truth- linkage between Proyecto Integral Morelos and Samir’s murder. Is this a political crime as proposed by environmental activist groups?
Mexican law enforcement agencies can utilize iCognative technology in such complex cases where it could be possible that Proyecto Integral Morelos hired the assassins in order to silent Samir Flores, the most popular method utilized by corporations or government for white blowers. iCognative is the only forensic and scientific technology that guarantees to reveal the hidden truth and no perpetrator would remain unpunished for his crime or support due to his/her smartness or lack of substantial evidence. In this case, all the necessary crime-related information could be accessible and verified with almost perfect accuracy once a 45-minutes iCognative test is conducted by law enforcement personnel on Proyecto Integral Morelos staff, FPDTA members and Samir friends. Information such as: what information Samir possess about the fuel pipeline project, did he ever received any threat call or messages, identification of known or unknown whistleblower, actual environment report regarding the project, identification of Samir’s colleagues, any colleague was involved or aware about the threats, any involvement of police officers, verification of the testimonies of witnesses, colleagues, family, friend and known criminal, etc., would be easily available to law enforcement personnel to investigate this case in the right direction once the test is completed and further provide evidence and information about corrupted officials, businessmen and illegal projects.
An assigned investigator uploads all investigative details related to this and previous cases into the iCognative system protocol. The system records and analyzes the brain responses when case related known and confidential information (together called Stimuli) is flashed to the suspects on a digital screen in the forms of pictures, phrases or words and determine with over 99% accuracy what information suspect or witness possess and/or trying to conceal from the investigator. iCognative goal is to protect these unsung heroes and innocents, respect human rights and provide 99% accurate intelligence about the crime even in business.
Brainwave Science’s iCognative is the only hope for environmental defenders to find the truth behind Samir Flores murder and further support law enforcement personnel to find substantial evidence to identify the perpetrator/s and prosecute them without any delay. iCognative is the best hope for defenders to fulfil the promise that Escazu Agreement states in order to educate public and protect heroes.
