After a three-year intensive investigation, Bangladesh Police is eventually set to press charges against eight suspects, including sacked and fugitive Bangladesh army major Syed Ziaul Haq as the key accused, in the murder of a recognized progressive publisher Faisal Arefin Dipan.
According to a spokesperson of police’s detective branch, “Dismissed and fugitive major Syed Ziaul Haq appeared to be the mastermind of the assassination of publisher Faisal Arefin Dipan in our investigation.” The terrorists murdered 43-year-old Dipan in his office in central Dhaka’s Shahbagh area in 2015, months after they killed atheist Avijit Roy, the first victim in a wave of violence against secular writers, religious minorities and foreigners in Bangladesh.
All the suspects are members of banned militant organization Ansar Al Islam, also recognized as Ansarullah Bangla Team (ABT), said Monirul Islam, chief of Counter-Terrorism and Transnational Crime Unit (CTTC). He also informed that six of the eight suspects have already been arrested under several criminal charges including the murder of Dipan. Army major and another assailant Akram Hossein alias Hasib are still on the run. Bangladesh government had previously announced a bounty of 20 lakh Takas for Zia’s capture, but law enforcement still lacks significant information about his whereabouts.
CTTC personnel came to know about army major Zia’s involvement in the murder after the arrest of killing squad leader Moinul Hasan Shamim, who confessed and confirmed Zia’s involvement in the Dipan’s murder in court. Monirul said the hunt to locate Zia and Hasib is still ongoing.
According to investigators, Ansarullah Bangla Team (ABT) is considered as the Bangladesh branch of Al-Qaeda in the Indian Subcontinent (AQIS) which carried out several planned attacks on secular writers, bloggers, publishers, freethinkers and LGBT rights activist between 2013 and 2016.
Bangladesh, the fourth largest Muslim state in the world, is considered as an Emerging Centre for Terrorism in South Asia. Despite the alleged presence of a transnational group such as ISIS and AQIS, Bangladesh certainly has several homegrown terrorist groups to worry about, such as the JMB: ISIS affiliated and the ABT: linked with Al-Qaeda, who continues using the Internet and social networking forums to spread their radical ideologies and recruit new members online, especially luring university students to its fold in Bangladesh and neighboring countries.
The emergence of groups like ABT illustrates that a modern generation of violent extremists is emerging, and the law enforcement agencies fail to dispose them. The ultimate goal of all homegrown terrorist groups in Bangladesh has been to take control of government through an armed jihad and implement Sharia rule. To implement this goal, terrorist organizations have been targeting secular writers, bloggers, publishers, freethinkers, law enforcement personnel and government officials.
The occurrence of terrorist attacks in Bangladesh has been quite frequent and the matter-of-fact threat still persists despite a zero-tolerance policy of the government and the biggest challenge behind this failure is the incapability of law enforcement agencies to arrest or locate the mastermind despite the arrest of foot soldiers. Leaders of extremist groups can recruit new young followers to their associations and threat continues.
Masterminds like army major Syed Ziaul Haq, who knows the country’s strategies are hard to locate due to the acquired military knowledge and loyalty of foot soldiers. Existing conventional investigative tools cannot disclose what critical information foot soldiers are trying to conceal from the investigator. But now, counter-terrorism forces around the globe can take advantage of an advanced, modern forensic technology that is safe, virtually unbeatable, impeccably accurate, respect human rights and above all reveal the critical information a terrorist is trying to conceal with over 99% accuracy within an hour. Before a mastermind could act again, the advanced Brain Fingerprinting technology developed by Brainwave Science could provide the most authentic, accurate and tenable solution to crush terrorism and locate the mastermind and other potential terrorists in the region.
